IT governance aims to improve IT resources efficiency, maximize the value of IT, realizing enterprise strategic goals. Despite widespread of IT governance standards, i.e. COBIT, ITIL, ISO27001, CMMI and PMBOK, yet little research has been done in analyzing the implementation sequence of numerous IT governance standards. As business firms strive for simultaneously implementation within limited resources, the evaluation methodologies are burden by both qualitative and quantitative complex data indicators, requiring conclusion of mass expert opinions, whom are segregated by different degree of information on evaluation methods. This study aims to develop a decision analysis framework for prioritizing IT governance criteria and candidates for implementation by using DEMATEL-based analytic network process (DANP). It applies the 34 criteria of COBIT IT governance infrastructure. The result indicates a high importance of “planning and organizing” facet and “monitor processing procedure” as an important rule. The studies also show IS027001 should be implemented before IT. This study by providing an Integration analysis process flow, contributes toward the decision and analysis structure of Taiwanese financial firms when implementing IT governance standards.
