碩士 === 南台科技大學 === 企業管理系 === 100 === This study employs Meta-Frontier Data Envelopment Analysis to asses administration performance of green policies of cities and counties in Taiwan for years 2006, 2007, 2008, 2009, and 2010, and also for three windows, 2006/2007/2008, 2007/2008/2009, and 2008/2009//2010, in order to avoid changes of techniques. Indicators for assessment are screened by the following systems, WHO Healthy City Index, Environmental Performance Index, and Taiwan Sustainable Development Index, and literature information processing, and are divided into three green dimensions, health, environment, and society, before assessment. Subsequently, Mann-Whitney Test is adopted to determine whether the subjects go into two groups as municipalities and non-municipalities. Finally, the computing technology gap ratio.
