In this study, two waves of data from the Taiwan Survey of Health and Living Status of the Elderly were examined to reveal if there are different association patterns in factors predicting the use of the Chinese medicine before and after the launch of the National Health Insurance in 1995 and the implementation of global budgeting for outpatient service of Chinese medicine. Andersen’s behavioral model (Andersen, 1995) was used to identify factors associated with the likelihood of visiting a Chinese Medicine Physician during the past month. Logistic regression was used to analyze the waves of data. The results showed that, in the 1993 model, age (being younger), gender (being a female), ethnicity, and poorer self-rated health and more chronic diseases were significant predictors for visiting a Chinese medicine practitioner in the past month. A similar pattern of association was found when using the 2003 wave of data. Based on our results, no significant changes were identified in terms of the utilization behavior of Chinese medicine before and after the launch of the National Health Insurance in 1995 and the implementation of global budgeting for outpatient service of Chinese medicine.
