To survey the risk response capabilities of upstream and downstream firms in the Taiwan semiconductor field. Through the data envelopment analysis (DEA), DEA-window analysis and Malmquist index, the industry operating efficiency analysis is made. From the efficiency’s point of view the company’s performance during before and after the financial crisis can provide the operators relevant assessment: 1. IC design industry has a higher proportion of research and design (R & D) costs and lower operating costs; IC manufacturing, packaging and testing industry has a higher proportion of permanent assets and higher operating costs. Therefore IC manufacturing, packaging and testing industry withstand higher operating and financial risks, and the operating profit of the manufacturers is significantly influenced by the economy prosperity. 2. IC design industry has less risk during the 2008 financial crisis, but they put lots of R & D costs to improve its performance. Compare to IC designer, IC manufacturer just invested the IC equipments before the financial crisis comes. It occur the idle capacity and the investment becomes a major burden, so it declines the operating efficiency. For IC packaging and testing industry, due to the operating income decline and increasing of operating costs. Therefore, the decreasing of operating profits makes them become relatively inefficient units during the financial crisis. 3. Most IC design companies are in the low risk high reward region which is the best position, and it is in line with the point of view from the smile curve. However only a small number of IC manufacturing, packaging and testing companies are in this region. It shows the risk can be circumvented by management. 4. The productivity of Taiwan's semiconductor industry is mainly from the growth rate of technological progress. It indicates that in order to maintain the advantage in this competitive field, the firms should actively put the effort into developing the new technology and strengthen the patent blueprint.
