The architects and clients are unable to dominantly design the building. Under the request of developer, the architects are forced to earn more commercial benefit thus lead to an overall “Reconstruction” condition in the real estate market.By other words, the developer used to do the “Reconstruction “activities after obtaining the house use license, such as enlargement or extension of legal public area, interior mezzanine and balcony; close-out of skylight, enlargement of top floor and firebreak, arcade and inhospitable sidewalks, etc. Such establishment of building is not conform with the usage description on the approved use license. By other words, It constitutes a act of a illegal building. This research is released to analysis the secondary construction relation by means of interview with some expert and statistics methodology. All the tragedy are consisted of developer, architects and advertising brokers. In addition, the prevailing he encouragement of “floor space index floor area ratio “is too misused so as to infringe its control and management principles. In the statistics of secondary construction. the illegal building activities sampling, mainly statutory public area, , balcony enlargement and rain shade, are analyzed.The misuse samplings in this research are mainly illegal window-opening, extra window at balcony and change of exterior wall. . In conclusion, the parts for an illegal building are generally activated at the area for public use or out-of-scope of floor area ratio. The municipal administration shall make an overall review for each villages and towns of Taiwan.In addition, from this research, it is known that the targets for the secondary construction is mainly aimed at a first-purchase people, and development case with cheaper and smaller floor area. Hence, The future the decrees legislation and prevention shall be considered at the development company, thus to render the specification and the reference or good lesson for construction management.
