Due to shortage of lands and spaces, many old areas have started to transform in order to improve the living quality of the communities. The government strongly promotes the revitalization of the city. The civilian enterprises also are involved in it actively. It isn’t just a replacement of the old physical buildings. The city has moved from the stage of urban redevelopment to that of the world-leading urban regeneration. Also creation has become the trend of city development in recent years. Taipei City plans to upgrade the culture software in the city comprehensively, utilizes old buildings and vacant or unoccupied spaces to regenerate new vitality, expecting to improve the culture literacy and overall competitive capability of the urban people. Reuse of Vacant Spaces is a familiar cultural policy. In the past, the planning was mostly directed by the Ministry of Culture (original Council for Cultural Affairs, Executive Yuan), the vacant old buildings or warehouses were renovated for arts groups to perform in, such as Huashan 1914.Creative Park, Art Site of Railway Warehouse etc., the Treasure Hill which was listed as a historical settlement was developed into an international artist village by the Department of Cultural Affairs of Taipei City and opened formally since 2010. However, Taipei City Urban Redevelopment Office launched Urban Regeneration Station in 2010, utilizing the power of culture in the process of city redevelopment, attempting to introduce new vitality to stimulate urban development and regeneration. Urban Regeneration Station has three historical buildings in Dadaocheng. All of them are stationed and operated by art groups. They are the closest three stations in this plan currently, forms a culture web. This study aimed to explore if the cultural seed of this plan can take root and sprout in Dadaocheng, if it can generate different sparks on collision with the residents in Dadaocheng and result in new thinking and imagination about Dadaocheng. The results of this study found out that although all public sectors, stationed groups and local residents recognize the idea of the plan, however, they think the plan isn’t perfect enough standing on their own positions. There are differences of imagination about the future for all three parties. How to achieve the social consensus for all three parties still needs further efforts to be made by all people concerned.
