After the 921 earthquake in Taiwan, in particular, issues, such as the integration of non-affiliation of relief, the obedience to the official authorities’ command and dispatch on a disaster scene, and the consolidation of all relief resources, have to be dealt with by means of the operation of the incident command system. A fire scene is always unpredictable. Thus, how to effectively control a fire scene depends on different stages of a fire, the rescue priority, disaster conditions, the operation mode between relevant commanding staff, and front line rescuers. Besides, it should be combined with fire drills, promoted by fire department, to differentiate the duties of different commanding units, to drill practice at different stages of a fire, to verify the interactive operation mode between commanding staff and front line rescuers, to perfect the operation system of the whole rescue staff, to make the rescue process more smooth, to prevent the condition from becoming worse, and to reduce the loss of human life and property. In this study, based on the spirit of the operation of the Incident Command System (ICS) promoted by the National Fire Agency, Ministry of the Interior, and integrated with the original fire commanding system, I will take the fires frequently happening in row houses with galvanized-steel roof as an example, constructing the localized operation of the ICS and directing the basic operation system of rescuing colleagues on a fire scene. This can make the original ICS much more flexible and dynamic rather than just turn it into the so-called standard operating procedure (SOP).
