It has become one of the most popular marine activities; therefore, the related industries have also been developing accordingly. The purpose of this study is to explore the most potential sites for the Keel Boats’ and the related industries surrounding these sites. There were three steps in this study. At the first step, literature review was applied to summarize the major factors and criteria of the initial evaluation model. Then the modified Delphi method was utilized along with the assistance of the professional scholars, government officials and industrial experts to confirm the evaluation framework. At the second step, ANP was employed to establish the relation and weights among the criteria of the net structure. At the final step, the TOPSIS was applied to access the priority order of the potential. The results of this study include; 1. To establish the evaluation framework that comprises of 5 factors and 22 criteria used in evaluating the potential sites of the Keel Boats’ and related industries. The factors are (1) location, (2) transport, (3) resource, (4) attraction and (5) supply chain management. 2. There are 72 relationships between the factors and criteria of the evaluation network model. 3. The first three important criteria are geographical location, Marina conditions and accessibility. 4. The preferredpotential sites to develop the related industry of keel boat activities are (1) Guang Rong dock of Kaohsiung port, (2) the mooring area of Anping fishing port of Tainan city, (3) Bisha fishing port of Keelung city, (4) Makung third fishing port of Penghu county, (5) Da Peng Wan public dock of Pingtung county. The results of this study can be referred for policy making and development of industries related to the keel boat activities in the future.
