Long term over pulling of foot plantar will cause inflammation of the plantar fascia. Therefore, the purpose of present study was to develop a new type “instrument of measuring plantar fascia”, which can observe the stress relaxation of plantar fascia as the reference of diagnosis. Methods: The first stage of this study was the instrument conceptual design and entity development. The second stage was to verify the accuracy of instrument. Finally, using the instrument for human body detect by observing the plantar fascia stiffness difference between feet of athletes; non athletes. Subjects were 117 different types, sexuality athletes and 28 non athletes. To measurement the plantar fascia of feet medial longitudinal arch and record the value of maximum force & relative deformation. Statistical analysis was used correlation analysis to verify the accuracy of instrument, paired T test to compare the differences of plantar fascia stiffness between left and right foot. Results: The result showed that the outcome of instrument was with high reliability and validity, and the differences of feet stiffness only in male basketball players are significant. There could speculate on its own body weight, training field and special action mode of male basketball players that would cause difference of feet structure and thereby the plantar fascia stiffness. Conclusion: The plantar fascia measuring system in this study can observe the relationship of plantar fascia withstand force and deformation, in order to understand the characteristic of plantar fascia differences in various subjects. In the future will improvement the structure of instrument for more different functional demands, expectation this instrument can be a reference for medical diagnosis or the development of shoe-related assistive device.
