By profiling transformation of the industrial situation by all major events, and investigating all the case company’s strategy which is developed and the effectiveness of the transformation in this course, we take their current development status into theory to research and analyze and propose recommendations for government policies, economy, industry and the case company in many ways. We also research and record offensive and defensive strategies when Taiwan’s towel industry facing external competition. In this study, the resource-based theory for bias towel industry recession, select in recent years by the impact of the WTO and the ECFA open the towel dumping cheap towels in mainland China, causing the domestic industry operators face difficulties towel manufacturers to explore the object and hope to the transformation of business strategy and as a better understanding of towel manufacturers in business recession adverse environment, develop, and then figure out how to maintain their competitiveness in the environment of declining industries. This study investigates three towel manufacturers as objects by the method of case study exploring their business strategies and summing up three types of strategies, and develops the proposition and findings through the way they did.
