Summary:碩士 === 國立雲林科技大學 === 環境與安全衛生工程系碩士班 === 100 === The purpose of this study was to evaluate the effects of Implementing The Occupational Safety and Health Management Systems on safety culture. The defense weapons production facility was taken as a case study. The case units were divided into certified and usual groups according to their certification statuses. A certified group is one already certified by TOSHMS (Taiwan Occupational Safety and Health Management System); and a usual group is one having not introduced The Occupational Safety and Health Management Systems. By reviewing the literature, trying out, Item analysis, validity analysis, and reliability analysis, a 49-item questionnaire was developed. The data were analyzed by descriptive statistics and t-test for further statistical test. The purpose of this study was to evaluate the present safety culture, and to analyze the safety cultures in different groups. The results indicated that the safety system, safety knowledge, and safety character of the certified group was significant better than usual group. Comparing all variables of staff’s backgrounds in the entirety of safety culture, the staffs with 5-10 years of working experience were at the lower level of the safety culture. The results showed Implementing the Occupational Safety and Health Management Systems to an organization, can enhance the intensity of the safety culture by systematic management and the mechanism of external expert supervision and auditing. The suggestion of this study were provided for senior management’s future uses on decision making for promoting the safety culture level.
