More and more job seekers the first time select the enterprises that have the perfect occupational safety and healthy management system. The discussion of the safety subject according to most scholars, there is significant relationship between safety climate and the labor safety accidents. Therefore, in order to reduce the occupational hazards, the management of industrial organization should ensure the availability of safety mechanisms, and create a safe working environment. In this study, the safety management system is used as the antecedents, safety climate is used as the intervening variable, and safety behavior is the criterion variable . The main purpose of this study is to explore the relationships among safety management system, safety climate and safety behavior. Also, the mediating effect of safety climate between safety management system and safety behavior is explored in the study. The samples will be the number of employees in the domestic manufacturing more than 100. A total of 324 questionaires were sent out to collect data with 181 valid returns. After analyzing the data with appropriate statistical analysis, safety management systemand safety climate are positively significant to safety behavior, and safety climate has a complete mediating effect between safety management systemand safety behavior. The results will provide relevant business units in the implementation of occupational safety and health as a reference.
