Multimedia streaming using Scalable Video Coding (SVC) mechanism has improved the transmission quality of the multimedia network which meets the requirements of the application in various terminal devices in a distributed heterogeneous network environment. The lack of inbuilt congestion and flow control mechanisms of UDP may cause the occurrence of network congestion. Besides, UDP does not provide retransmission mechanism to ensure the integrity of the video data. Therefore, it is only suitable for closed network. Instead, TCP has the congestion control and retransmission mechanism that provides adjustment of its sending rate according to the magnitude of the network congestion which makes TCP transmit stream suitable for open network. In this paper, we proposed TCP as a transport protocol and added two adaptive mechanism. In stream data, MPEG-DASH is used to encapsulate SVC with three qualities. Two mechanism work the adaptive algorithm on different sides. Pull-based mechanism uses the number of the data received to measure the available bandwidth and decide the stream quality on client. Push-Based mechanism uses the TCP information to measure the bandwidth and decide the stream quality on server.
