Back in the day, the government policy was to concentrate resources in Taipei, Taichung, and Kaohsiung metropolitan areas, thus resulting in differences in the economic development of the three metropolitan areas compared to other regions. As the three metropolitan areas are in the western half of Taiwan, the “focusing on the west and neglecting the east” phenomenon was resulted. In recent years, the government has promoted regional integration in Taiwan. On December 25th, 2010, the “Local Government Act” was passed, leading to the formation of five metropolitan areas (New Taipei City, Taipei City, Taichung City, Tainan City, and Kaohsiung City). Among the five metropolitan areas, Tainan metropolitan area is a young metropolitan area with rich natural resources and a solid economic foundation. The government has provided substantial resources not only for the continued investment in the basic industrial and commercial infrastructure, but also industrial integration within the region and the re-planning of business parks to ensure the flourishing industrial development in other regional economies, thereby forming one of Taiwan’s economic centers. The above shows that with the government’s completion of park setups, a large employment population will be drawn to Tainan metropolitan area to work, which will contribute to rapid population growth. Therefore, the economic benefits that arise and the development potential of Tainan metropolitan area are issues worthy of further exploration. With Tainan metropolitan area as the target for research and analysis, the purpose of this study is to select the scope of Tainan metropolitan area based on the definitions of related researches on the scope of Tainan metropolitan area. Additionally, with actual data over the years, the location quotient in economic base analysis was applied to analyze the industrial structure of Tainan metropolitan area. The industries were divided into basic industry and non-basic industry. The econometric research method was adopted to analyze the population and employment related multiplier effect in order to explore the population and employment, as well as the overall development in Tainan metropolitan area. This shall serve as a reference for government agencies when engaging in policy formulation and reform. The results show that: (1) Tainan County and Tainan City developed toward different directions in the past. Tainan County mainly engaged in agriculture, forestry, and fishery and husbandry, while Tainan City primarily engaged in manufacturing and commerce. However since the empirical results differ from the common concepts, it is suggested that discussions on related issues be conducted in the future. Nevertheless, agriculture, forestry, fishery and husbandry, and manufacturing shall be the main industrial forms; (2) From the perspective of the employment multiplier, it shows that Tainan metropolitan area’s manufacturing industrial development effectively enhanced the key industries contributing to the total employment population within the region; (3) Based on the viewpoint of the population multiplier, it shows that Tainan metropolitan area should head toward the direction of manufacturing industrial development, so as to effectively increase the total population within Tainan metropolitan area.
