| Summary: | 碩士 === 中央警察大學 === 交通管理研究所 === 101 === The handling, investigation, and authentication of traffic accidents are an important part of the police duties. The officers of local police stations are the frontline roles in handling the accident scene, collecting evidences, and securing evidences. The correction case document No. 102000044 issued on February 27, 2013 by the Control Yuan specified that the on-site handling, evidences collection, evidences securing, and causal analysis of the accidents are police duties. However, as the authentication results may differ, or the accuracy of the results may be doubted, the long-term litigation over a number of years affects the benefits of the public, thus, correction cases are proposed.
This study treats the police stations in Taipei City as the research target, in order to understand the concepts and attitudes held by the police stations on traffic control. The results can serve as references for improving the traffic control of the police stations. Moreover, as doubts may be raised concerning the on-site handling, evidences collection, evidences securing, and causal analysis of the accidents by the involved parties, thus resulting in long-term litigation and serious impact on the public’s benefits, it is apparent that the police plays an important role in handling traffic accidents. In order to improve the quality in handling traffic accidents, from the perspective of the frontline police stations, this study discusses the aspects of strengthening the police officers’ fundamental concepts in handling traffic accidents, putting emphasis on handling traffic accidents, enhancing the quality of handling traffic accidents, assisting in accidents handing and feedback, and accidents prevention.
Moreover, this study plans to conduct a questionnaire survey on the police officers in the police stations of Taipei City and interviews with experts by sampling design. Based on data analysis and expert opinions, results are analyzed.
Finally, the investigation and analysis results are used to proposed feasible plans and improvement directions on the aspects of traffic control, traffic accidents handling, and accidents prevention, as suggestions for improving the traffic related affairs of the police stations.
