When people dial 119 for help during drowning incidents, all fire agencies in Taiwan are only engaged in on-site life rescue and first aid. Nevertheless, Fire Department of New Taipei City is the only fire agency to reinforce prevention and rescue of drowning incidents with extensive actions. Death toll in dangerous waters of New Taipei City has gradually declined in past few years. Furthermore, the death toll of high-profile Dabao River dropped to zero on year 2009, 2011 and 2012 respectively, which achieved a “Zero Casualty” performance. This study aims to investigate why Fire Department of New Taipei City can effectively prevent drowning incidents? How to reduce drowning death toll? The analytic hierarchy process is adapted to analyze and evaluate relative importance of criteria and to build the hierarchy of criteria of performance on preventing drowning incidents in dangerous waters. In the final step of the process, prioritized preventative measures will be identified to establish strategies for managing intractable drowning incidents on dangerous waters prevention and rescue. According to the result of priorities for the hierarchy of this study, Five criteria listed below “Law Enforcement”, “Patrol Rescue”, “Policy Establishment”, “Area Management”, and “Educational Promotion” has incorporated in drowning incident prevention and rescue of New Taipei City. One of the most influential criteria is “Law Enforcement”. According to the priority of criteria, establishing regulations to manage dangerous waters should result in prohibiting people from swimming in the restricted area and only with life guards stationed. By limiting swimming locations and time, arranging tighten schedules of patrol for dangerous waters, setting drowning prevention and rescue as goals, encouraging civil rescue group to set up more patrol stations, establishing safe water areas, and announcing regulations of restricted swimming areas should result in reducing dangerous waters drowning incidents . In conclusion, the findings of this study, based upon a synthesis upon research areas of water safety regulations, safety education, water safety maintenance, water rescue and water safety promotion, pursuits discussions on strategies and methods of improving drowning incident prevention and rescue for the government, and expects as a reference for future studies, guideline for organizational operations.
