The study objects were Taichung City preschool educators. The study method used purposive sampling and semi-structured interview to collect the data. Analyzed and summarized the data to get the results. The conclusions were as follow: The specific efficiency after integration with kindergartens and nursery institutions: 1. It improved the name confusion of pre-school institutions and distributed the educational resources harmonized. 2. It solved the predicament of hiring qualified teachers in private kindergartens. 3. It allowed the pre-school to receive the younger children legally. 4. It lightened the elementary preschool teachers’ burden. The encounter problems of the policy laws, staffing and appointments, environmental facilities and equipment, staff salaries and other benefits and the kindergarten curriculum of preschool: 1. The level of the educators’ understanding of policy law was lower. 2. The restructuring of the former nursery schools into public kindergartens seriously lacked of qualified teachers. 3. The integration with kindergartens and nursery institutions did not improve the teachers’ low salaries phenomenon in private kindergarten. 4. Lowed the teacher’s standard affected the professional image. 5. The public preschool contract staff selection impacted the employ of private preschool educators and resulted in organization instability. 6. The duty and position of elementary pre-school teachers and educations was unclear. 7. The original elementary preschool teachers and educators had no relevant professional experiences of taking care of expanded age kids. 8. The teacher-student ratio can’t effectively reduce the workload of educators. 9. The administrative affairs in elementary pre-school had become complicated. 10. There is kitchen staff without kitchen hardware. 11. The environmental facilities and equipments of original elementary preschool were not suit for the 2~3 years old kids. 12. The same works and different pays of home-teachers and educators in private pre-school was a big controversy. 13. The educators felt perplexed of narrow advanced studies and practical training system. 14. The provisional kindergarten activity courses outlines were tedious and the narrative vocabulary of learning indicators was incomprehensible. The lack of the relevant studies led to the implementation needed to implement. The study focused on the results to make relevant suggestions as an important reference to provide for the educators, pre-school institutions and pre-school education authority to amend the integration policies in the future.
