The entire community is short of an identity and a sense of belonging like a disunity. The public disregard the participation in class,school, community, and even country. Also, because of the lack of civic engagement, the democratization rationale is unable to implement effectively yet. The purposes of this study were to discuss university students’ citizenship and citizen participation behavior. Adopting questionnaire , interviews and literature review as the major methods aiming to explore university students’ citizenship and citizen participation behavior. Suggestions and introspection of civic education. Data analyzed in this paper were collected in the fifth phase&;#39;s forth year survey of the research project “ Taiwan Social Change Survey ". The project was conducted by the Institute of Sociology, Academia Sinica , and sponsored by the National Science Council, Republic of China. Based on the findings and conclusions of this research, suggestions are proposed as references for students, school administrative authorities , educational authorities and relevant future studies.
