The causes of flood mostly were poor drainage system, the quickly rising river level, and the water intrusion during typhoons and heavy rainfalls. Because of the incomplete drainage system, the mobile pumps are necessary during a flood. The deployment of the pumping machines then has become important for city flood control. This study focuses on the demand of pumping machines, and had applied the fuzzy Delphi and Analytic Network Process (ANP) methods to determine the priority and locations of pumps. An evaluation system based on GIS and the pumping system of Taichung City had been proposed to assist the deployment of pumping machines. The proposed evaluation procedure of pumping machines can provide useful information to the decision makers during a flood, resulting in better response to the disaster from typhoons and heavy rainfalls.
