It’s divided into two steps. First, we find out the overview of productive efficiency of textile industry, plastic industry and electronic industry in Taiwan. Then analyze the productive scale with one output factor and five input factors. Second, we use the result of productive efficiency to evaluate the relationship between productive efficiency and FDI to China. We collect top 20 listed companies by the values in 2011 from TEJ database to be the observations from 2002 to 2011. In the beginning, we use DEA with BBC, CCR and Malmquist mode to analyze. The result shows the reason for inefficient on technical efficiency is caused not only the inefficient on scale but inefficient on pure technical within three industries. However, The Malmquist Index is progressed during ten years and the trends are stable. Then using simple regression estimates FDI effect on productive efficiency. Besides the scale efficiency of plastic industry, the FDI effect is negative on pure technical efficiency, scale efficiency and Malmquist Index especially the Malmquist Index in electronic industry. It caused by the changed of target. Originally, firms in electronic industry in Taiwan invested as cost-oriented in China. After they founded the local market in China is huge but not mature, their strategy started to focus on the market.
