With 2G releases to six business competitors, Chunghwa Telecom, FET Telecom, TWT Telecom, MOBITAI Communications, KGT, and TransAsia Telecom, market competition triggered mergers and acquisitions for years; thus the market merged into three representative organizations. In addition, viber Telecom and Asia Pacific Telecom stemmed from 3G release later on. Internet Simple Resellers, such as Carrefour TELECOM, arcoa and 7 mobile also joined the local market – its market value amounts to thousand billions created by the island’s population estimated at 2.3 million. Telecommunication corporations do not have any similar platforms like JCIC and NCCC that allows the sharing of consumer credit information for credit card companies. Each telecommunication corporation only can reply on its own mechanism of risk control and accounts receivable to lower risks and increase ARPU (Average Revenue Per User). In this study, the F carriers of the risk management department and collection departments as the object of study. This paper is a case study of Risk Management Department and Debt Collection Department at F Company. The methodology includes thesis references, case study and interviews and mainly focuses on the correlation between risk management and debt collection. For example, applying 5-6 phone numbers at one time will cause any risk of debt, what effect led to the phone users and any changes of sales strategy...etc. The thesis conclusion will be of some help to suggest telecommunication corporations how to manage and control risks as soon as customers require new phone number service in order to avoid any debt and increase revenue instead.
