However, the concentration of power was mostly in the hands of the politicians from Satsuma and Tyousyuu after the coup in 1873 and 1881. The civil rights movement of building a popularly elected parliament was gradually on the rise in Japan. Since the establishment of the parliament, the relation between political parties and Cabinet changed with time. This situation impacted the characteristic of political power. In the Meiji era, Hannbatu occupied a large number of ministers of Cabinet until the toppling Cabinet movement happened in Taisho period. The parties gradually controlled the Cabinet after the Gokennunndou, and the phenomenon of party alternation happened from the late of Taisho period to the beginning of Syouwa period. That is what we called Kennseinozyoudou. The Cabinet was changing rapidly during the Taisho era. The primary purposes of the study were to investigate the cause of the Cabinet changing and the meaning of its process, and to clear whether the parties controlled the Japanese politics with the phenomenon of Kennseinozyoudou. The beginning of this study interprets the relation between the government and the parties for illuminating the political background of Taisho era. Then, I analyzed the cause of the army, navy, and Gennrou debilitating political forces, as well as the process of founding party Cabinet. At last, the practical significance of the second Gokennunndou, political struggle, and the Kennseinozyoudou will be discussed to comprehend the meaning of changing politics in the Taisho era.
