The research tool employed in this study is "Questionnaire of principals’ transformational leadership and organizational culture of Taipei junior high school" containing "principals' transformational leadership scales" and "school organizational culture scale”. The subjects were teachers from 59 Taipei municipal junior high schools, with one-sixth teachers of each school. Totally, 920 questionnaires were issued, and 880 were collected with 866 valid samples; recycling efficiency is 94.13%. Data were analyzed using descriptive statistics, independent sample t test, one-way ANOVA, Pearson correlation and multiple regression analysis and other statistical methods. The results show that principals’ transformational leadership and organizational culture of Taipei junior high school are both above the average; among them, inspiration and incentives and teamwork scored the highest. Of various background factors, teacher age, part-time job, school age have all significantly affected teachers' perception of principals' transformational leadership and organizational culture. Moreover, school size and the principals' transformational leadership also reached the significant level, while teacher’s gender, teachers’ service year significantly influenced teachers’ experience of the organizational culture. In addition, the principals' transformational leadership and organizational culture has a significant positive correlation, and the most effective way to predict organizational culture is talent inspiring. Based on the findings of this study, it is suggested that educational authorities will incorporate principals' transformational leadership knowledge and make good use of high-quality retired principals’ to give newly appointed principals mentoring programs.
