The decision has opened the door for private telecommunication firms and the telecommunications market changed from the exclusive monopoly Chunghwa Telecom Co. into the condition of fierce competition. Therefore, for the telecommunications service industry, how a firm maintains its competitive advantage in such a fierce competition market by efficiently using its resources is an issue worth to investigate. In this study, two-stage data envelopment analysis(DEA), using data in year 2012, is used to assess the operational efficiency and market power of Taiwan's 41 telecom service companies. At the first stage, total assets, number of employees, and operating expenses are treated as three input variables; operating income and non-operating income are treated as two output variables. Using DEA, the technical efficiency, pure technical efficiency and scale efficiency of the various telecommunications service vendors are measured. Then slack variable analysis is performed to provide directions and suggestions of improvement for those inefficient companies. At the second stage, operating income and non-operating income are treated as two input variables; the number of users and other factors are treated as seven output variables.
