Hence, domestic and international businesses need to restructure their manufacturing procedures and management concepts based on better efficiency and effectiveness of logistic service as well reduce costs, increase benefits, and strengthen their market competitiveness. In this regard, international express companies should meet these demands with high logistics efficiency and convenience in its services to be able to share in a large portion of the international logistics businesses. The customs administrations in Mainland China and Taiwan have promulgated the “Measures of the People’s Republic of China for the Customs’ Supervision over Inward and Outward Express Consignments” in 1993 and the “Regulations Governing Customs Clearance Procedures for Express Consignments” in 1995, to improve the clearance control of express business for shippers and consignees. In addition, the “Cross-strait Customs Cooperation Arrangement” was signed in August 2012 and enforced in January 2013. Based on this arrangement, a communication platform was established to implement customs procedures and cooperation. Liaison officers and hotlines were set up to deal immediately with clearance problems that were often encountered. In addition, the mutual recognition of the Authorized Economic Operator, the cooperation on Radio Frequency Identification e-Seal system, and the implementation of Economic Cooperation Framework Agreement simplifies the cross-strait customs procedures. These procedures facilitate and secure trade practices to reduce operation costs, promote economic growth and product competitiveness, and stop smuggling. This study explores the mechanism of influence of the cross-strait clearance systems on the express consignments, and develops a customs monitor system on express logistics. This system can be used to enhance clearance efficiency as well as strengthen the capability of customs control and facilitate express logistics operations. The Greater China Economic Zone is emerging, and the economic integration in Greater China has become a requisite. Therefore, this study analyzes the cross-strait customs systems based on ground mutual understanding to eliminate customs clearance barriers and to enhance logistic efficiency, and recommends improving the express operation efficiency and effectiveness between Taiwan and Mainland China.
