Summary: | 碩士 === 國立高雄應用科技大學 === 財富與稅務管理系碩士在職專班 === 101 === This study took the operational performance of the publicly-owned and privately-run and publicly-owned and publicly-run waste recycling (incineration) plants in Kaohsiung area as the study subjects. Retrospective study and case study were analyzed and reviewed through literature. After that, mutual corroboration by questionnaire survey results was conducted to evaluate the operational performance and problems it faced and effectively discuss the reasonable and feasible orientation of the waste incineration plant. It is expected to satisfy actual demands, and provide reference and future development direction for the governmental units.
The cost effectiveness, operational management, operation and maintenance, environmental considerations and other dimensions were studied to explore operating efficiency. Research results show that: I. The overall operational performance of publicly-owned and privately-run mode is better than that of publicly-owned and publicly-run mode; II. Garbage classification and factory entrance inspection are not actually implemented, which affects the normal operation of waste incineration plants and increases operation and maintenance costs and environmental pollution risks. It is in urgent need of check and improvement; III. The implementation results of environmental policy and cost effectiveness are not good, resulting in negative effects of operational crisis faced by waste incineration plants, which should be responded to in advance; IV. It lacks professional manpower training and experience inheritance, which is unfavorable to business development and promotion; V. The capacity remaining is abundant, which is difficult to obtain optimal operational efficiency and maximize the economic efficiency. Therefore, this study puts forwards the following suggestions: I.Through the cooperation mode of public and private integration and interaction, the performance of operating public facilities could be improved and good corporate investment environment and employment opportunities for the mass public could be created so as to relieve the financial burden, reaching a win-win outcome; II. Garbage classification should be advocated and the overall management system in factory should be checked so as to improve garbage check ratios ,reduce incinerator failure rates and air pollution, improve operational efficiency as well as maintain environmental quality; III.Professional institutions based on the organizational characteristics of the plant should be commissioned to assess feasible direction for the future. Related supporting measures should be worked out so as to establish the proper withdraw mechanism; IV. Professional manpower training and experience inheritance should be strengthened in order to enhance the quality of professional personnel; V.Cross-regional and mutual-beneficial cooperation mechanism for garbage treatment should be established.
