In order to store and transport the liquefied natural gas (LNG), terminals for reception and gasification must be build. Previous selection of LNG terminal sites has mainly focused on mitigating nearby habitant’s protest, meeting gas supply schedule, and fulfilling energy policy. The study aims at using Analytic Hierarchy Process (AHP) to identify the decision structure to locate an appropriate LNG terminal in Taiwan. In this study, experts familiar with LNG terminal operations are invited for focus group interview in order to determine the means objectives and evaluating attributes. The questionnaires of pairwise comparison are distributed to six groups of experts, namely planning and design group, construction and maintenance group, production and operation group, safety and environment group, shipping and port administration group, and not-in-the-above group. The results of AHP show that Economy as well as Safety and Security are the two most important objectives when all responds’ opinions are taken into consideration. In addition, among the 19 attributes, facility cost, transportation cost, equipped with dedicated port, environmental impact, and port capacity. It is also found that difference exists between the perceived importance among different expert groups. The difference is especially obvious between safety and environment group and planning and design group based on their dissimilar focus.
