碩士 === 高苑科技大學 === 經營管理研究所 === 101 === The Executive Yuan Council for Cultural Affairs offers the concept of the total community construction and the plan of policy in December, 1993. This is a very important policy in Taiwan because it’s an idea and activities of society that it’s a system of “bottom-up” , Community autonomy and residents participation. The residents join public affairs , cohere common consensus of community and establishes the concept of the community. Community reconstruction is pushed by government about more than ten years. Although it establishes the idea of community reconstruction, it also faces a lot of problems. This study collects some discussion of thesis, books, journal articles, newspaper clipping. Data, review the documents and interview to arrange the community reconstruction in Tianliao District that we discuss the problems about people, funds and different opinions etc. Analyze by SWOT to Tianliao District in organization, human resources, and in funds. The result of the study is that the young people work in other places and the old residents too much. It’s difficult to establish community consciousness, creative something new in the community and encourage residents to join the activities because no community reconstruction that they still have the same life. If residents understand Tianliao District has natural scenery, no pollution, and transportation conveniently that maybe can develop agriculture product, ecological community, and develop tourism. The purpose of this study hope to find the problems in Tianliao District and recall the residents to care and join the affairs of community. If Tianliao District will be developed by discussing future, finding the plan of community reconstruction, breaking the misunderstand between communities, and operating the policy of government to strive for more resource and make Tianliao District alive.
