Summary:碩士 === 康寧大學 === 資產管理與城市規劃研究所 === 101 === The ecotourism projects in Cigu was driven by environmental groups and the Tainan county government owing to the debate over Cigu south shore developmental projects during the 1990s, and it needs mutual cooperation and coordination between management agencies, local residents and ecotourism industry to achieve sustainable development goals. Overview of ecotourism development in Cigu area so far, the public sector plays the role of provider and manager, but the frequent replacement of the ecotourism management agencies and the functional overlapping of different agencies caused problems in collaboration and coordination among them. In addition, although the residents in Cigu area had gradually agreed with the policy of ecotourism, they weren't highly involved in the activities of ecotourism. Moreover, the inconsistent recognitions and attitudes of ecotourism development between ecotourism operators remained an issue. For these reasons, the current development of ecotourism in Cigu is restricted. The author reviewed related literatures, and employed semi-structured interview questions to interview officers of regional ecotourism management agencies, local residents, and ecotourism operators in order to clarify the development direction and situation of ecotourism in Cigu, as well as to identify the problems and dilemmas and finally offer suggestions for future development. The conclusions of this study are as follows: 1.In this stage, Taijiang National Park should be entirely responsible for facilities planning and tourism development of Cigu black-faced spoonbill conservation areas and Cigu Lagoon. Taijiang National Park needs to improve communications with other public sectors, local NGO groups, and residents to solve problems in cooperation and coordination. 2.In order to increase the willingness of community residents to participate in activities, it's needed to implement environmental education for residents first to strengthen their identification of the local environment, and then establish a mechanism for local residents’ participation. 3.The uneven distribution of benefits of ecotourism in Cigu must be eliminated by establishing an feedback mechanism of profits.
