In the peaked of French nuclear energy development, two- thirds of the French people supported the nuclear energy project, and there are 59 specification reactors in France. Also nearly 80% of the electricity power is supplied by nuclear, but French people declared their anti-nuclear position after the Fukushima nuclear disaster rapidly. Even though,the nuclear power can produce less pollution. However, people will worry about the onsequences if the nuclear energy disasters occur in the future. One of the Nuclear Power Plants is located Heng chun township, Pingtung County and itis the only one nuclear power plant in Southern Taiwan. Since this nuclear power plants had been established, it has played an import role greatly in Hengchun area. In recent years, the nuclear plant accident incidents such as the factory security AC power system failure which caused by the seasonal salt spray damage in 2001 and it was suspected that heavy rain resulted in a short circuit of the three-way switch which ignited the transformer on fire in 2009. Those incidents caused a serious panic of the residents and also increased the risk perception of nuclear safety issues. The purpose of this study is to find out under weighting the risk perception of nuclear power plants as well as feedback fund subsidy; how much the residents care for the subsidy of Nuclear Power Plant and its impact on the phenomena of NIMBY. Employing stratified sampling, the author sent out questionnaires to the residents in Pingtung County, where has the subsidy (Manchu, Mudan, Checheng, Hengchun) and where has no subsidy (Pingtung City and nearby towns). 850 questionnaires were distributed and 513 valid questionnaires were collected for data analysis. In this study, the researcher used descriptive statistical analysis, t-test,ANOVA statistical test analysis, chi-square test analysis and Pearson Product-method correlation to analyze collected data. After analyzing the survey, the researcher found that 80% of the participants thought the health risks are high when live in the vicinity of the nuclear power plant. Also, more than 60% of the rticipants against the Lungmen Nuclear Power Plant operation and they did not trust most of the risk management of the Government and the Taiwan Power Company. Receiving the nuclear plant compensation for the electricity subsidy is the most prevalent.However, only 21% of respondents said they were strongly satisfied or satisfied with the electricity subsidy. As for the other small proportion of the grant project, approximately 60% to 70% of residents didn’t have any subsidy from Maanshan Nuclear Plant. On the other hand,in the education item of the grant project, residents are more satisfied than other items. Also, it indicated that the residents have a high rate of acceptance to this type of subsidy.The first three priorities of preferred subsidies are electricity fee subsidy, free health examination, and student lunch compensation which are the most important subsidy projects for the residents. On thecontrary, "not-appropriate" forms of subsidy are identified as “tourist activity,” “friendship dinner and lot drawing activities,” and “the construction or the refurbishment of the temple or religious activities for public cultural events.”
