Taiwan has become the nation with the world's lowest fertility rate because on average each woman has only one child. 2. The government announced "Education" policy. 3. New parents fight about tough economic conditions for raising children. 4. Young people are able to pursue different living style, being a celibatarian. For these reasons, early childhood education industry in Taiwan has stepped into the mini - profit age, entered into a period of intense competition. In this case, the early childhood education operation and management needs more strategies to enhance competitiveness. This study combine the knowledge of scholars and senior industry experts and business experience by the use of Analytic Hierarchy Process (AHP) method to identify the poor economic environment and education policy. Early childhood education industry is facing intense competition test of business. It is suitable for early childhood education through industry successful business strategy. The results are obtained with three criteria, included "external factors", "internal factors" and "school features", and their associated criteria for the right to re-value. Ranking the value of three criteria at first level, the order is "school features", "internal factors" and "external factors". At second level, the order is “service quality and business popularity”, “human resource management”, and “teachers”. By the results, early childhood education successful business operation should be focus on service quality. Teacher’s image and teaching are the most important thing, and parents’ needs should be cared as well. The researcher suggest that the successful operation of early childhood education, strengthen the teacher group, enhance systematic human resources management, increasing the experience to establish standard service standards and processes and their emergency response measures, build brand image and business popularity, highlighting the unique advantages and characteristics of early childhood education, and satisfied the needs of parents. The results will serve as a reference of the restaurant to operate successfully.
