Based on the Competing Values Framework, the study analyzes the organizational culture of Taiwan Coast Guard in order to investigate the relationships among organizational culture, personality traits and the intention to stay among the Taiwan Coast Guardstaffs who are recruited through civil service special examination. The study adopts questionnaire survey, and the research subjects are Taiwan Coast Guard staffs that are recruited through civil service special examination. There are 154 valid samples among the 220 returned questionnaires. Using multiple linear regression analysis, conducted by SPSS software, the study finds: (1) Sixty percent of the respondents have low intention to stay. (2) Among the four organizational culture types, market-oriented culture scores higher than the other three. (3) For intention to stay, significant difference is found between sexes. (4) Among personality traits, openness and extraversion have influence on civil servants’ intention to stay. (5) Clan culture has significant influence on intention to stay. (6) Organizational culture has more influence on intention to stay than personality traits. The study also proposes suggestions for future study according to the results.
