The academic researches about Han medicine in Taiwan over the past, mainly in the medical history of the Japanese colonial period were not well studied. Even Dr. Tu, Chun Ming who just studied some of the relevant Han medicines, not addressed fully contemplation of the whole Han medicine development in Taiwan. Hence, the present study was focus on the Han pharmaceutical policy of the Japanese colonial Taiwan Governor, in order to understand the development of Taiwan''s Han medicine and its appearance. Analysis of Japanese colonial prior to further explore Han medicine in the prevention, public health policy implementation role in the process, as well as the Han pharmaceutical industry, academia, the official act, on the revival of Han medicine in after the colonial period. Increase the economic benefits of the home country is the purpose of the policy of colonial ruler, medical and health undertakings are welfare not the goal of the ruler, so what the Japanese Colonial Governor built was an incomplete medical system; which cause the Colonial Governor had to take the policy of “Prohibited Han doctors and allowed Han pharmacy” for maintaining the public health in Taiwan. This policy in fact preserved the social foundation of Han culture, making the Han doctors and medicine to be continued, provided the needs of the folks of lower middle class with medical care and the upper class of health care. Taiwan Governor integrating the Han herbal medicine industry into the Western system under development to establish the Western medical system, the establishment of Han herbal medicine industry certification exams and medical systems, but the pharmaceutical industry management policy is founded on Western medical science, resulting in a formal management, thereby gradually form a pros and cons of Medicine, rank relationships up and down the hierarchy, this phenomenon has been extended after the Wold War II, affecting the status of Traditional Chinese and Western medicine in Taiwan. Furthermore, the early Japanese colonial government control of medical technology is simple; domination skills are not yet maturing. During that period, the Han herbal medicine plays an important role in the diseases defense process, obligations to assist health care activities, making prevention work more effective. At the late stage of Japanese colonial period, industry, government, academia tripartite in their demand, started a series of Han herbal medicine industry renaissance act.
