Summary:碩士 === 國立成功大學 === 民航研究所 === 101 === As the agreement of scheduled cross strait flights has signed and the global economic tsunami has faded away, air transportation between Taiwan, China and other countries has flourished. This brings in and out lots of flights than before makes the Taipei flight information region a crowded airspace. Most of these flights take airports Taoyuan International Airport (TPE) and Songshan airport (TSA), which are close to each other, as their destination results in flow conflicts and congestion in Taipei terminal control area (TCA). Usually, owing to the approaching aircraft have priority of runway usage, ATC will execute ground holding to postpone departure aircraft until there has enough time slots between approaching aircraft for them to take off, which will cause some cost wasting. Applying with the RPLs data from FDP, this thesis constructs a concept to put the departure aircraft into the order line while sequencing called pre-departure sequencing (PDC). Through speed adjustment, approaching aircraft can give enough time intervals to departure aircraft for taking off and reduce the total delayed time of all aircraft. The PDC can be used in Taipei TCA and efficiently ease the conflict or congestion.
