碩士 === 國立成功大學 === 政治經濟學研究所專班 === 101 === This paper focuses on the effect of regulation policy on foreign labor in Taiwan. The author studies the case of untracked labors hired for the national highway No. 6 construction on September 30th 2010, and investigates why they choose to leave their employers after working in Taiwan with three aspects: policy formation, policy planning and policy implementation. In addition, this study investigates how the government raises foreign labor's working satisfaction and how to improve its untracked condition. All above are the main issues that this paper will analyze. Using documentary analysis and in-depth interview, the author discusses, arranges and summarizes the case. The interview object is the member related to dead foreign labors. The major findings include : 1.Migrant domestic workers are not fully protected by Labor Standards Act. 2.The criteria to hire migrant construction workers is too high. 3.Foreign labors have large amount of debts before their entrance to Taiwan. 4.The ways of daily management, entertainment and assistance provided to foreign labor are incomplete. 5.Conscienceless agents gain illegal benefits. 6.Foreign labors are attracted to high wages of illegal jobs. 7.The staff of Labor Administration Section is deficient. 8.Investigation and evidence collection of related illegal cases are uneasy. Due to the above findings, several suggestions about foreign labor's management are proposed in this paper to employees, employers, agent, the government, the community and other related scholars, all of them can build a more perfect working environment to foreign labor.
