Therefore, this study will analyze the Central University Bus’s route differences. And the Legislative Yuan to delete transportation allowance so will discuss the students and teachers’ choice to understand travel time, travel costs and other factors whether affect their behavior and mode choice in preferences. This study will discuss the difference in the change of campus bus route; include economy, environmental protection and safety. Also use the bus routes’ survey data to cross-comparison for analysis and discussion. Besides, use the Multinomial Logit Model estimation results to explore the impact of students and teachers’ related factors. Finally, realize the Central University Bus’s policy changes. The results show that changes in school bus’s route impacts from economic, the changed situation is better than before situation, but the environmental and safety neither. And the Passenger transport industry’s competition from the survey data has been fully proven. The results show that teachers and students are preference in Central University Bus before the change in policy, when policy changes, teachers prefer to drive, students prefer to public transport. In the travel cost and travel time considerations, they would be more concerned about travel costs. These data hope to provide the implementation of the reference for industry and school.
