It focuses on the policy advocacy of non-profit organizations in community network. There are three purposes in this study: (1) to describe the structure of community network and the relationships between different actors in Beitou community; (2) to explore the policy making, the management and the policy advocacy in non-profit organizations. To explore the way non-profit organizations use to affect local government and residents and the differences between the Association of Peitou Li Zen of Taipei City and Peitou Cultural Foundation; (3) to analyze the effects on the government, other non-profit organizations and residents when Association of Peitou Li Zen of Taipei City advocate their policies to the government and use social marketing to residents in Beitou community.
