All in all, social insurance has been a far-reaching social policy and mechanism around the world. There have been many products of social insurances in Taiwan so far. Given the complexity over social insurance genres, professionalism would not be always on the same page with regulation interpretation. It could be a challenge for grass roots to gain an insight to their social insurance policies and perform claiming at the same time. Most people do not actually know how to apply for social insurance claims after the accidents due to the lack of the knowledge about their rights, obligations, and when the claims expire. Moreover, it is difficult for people to distinguish legal insurance agents from scalpers owing to insufficient access to official information. That is the reason why most people do not actually know how to deal with these issues while they are facing accidents. This study adopts a case study to explore the roles of professional social insurance agents by interviewing the senior social insurance agents and experts. Moreover, this study tends to summarize the opinions of these experts concerning the issues with uncertainty, high complexity, and controversy. Finally, the research concludes the followings: functions of professional social insurance agent and its contribution to policyholder and insured as well as its influence upon them; understanding on the will and demand of insured; required knowledge and capability of professional social insurance agent; factors of the long-standing failure to institutionalize professional social insurance agent; necessity of institutionalization for the reference of the authorities and legislations.
