碩士 === 國立彰化師範大學 === 公共事務與公民教育學系 === 101 === In this research, through a case study of Tianwei Township, via participant observation and in-depth interviews, I analyzed the influences of Tianwei's local factions on the local elections and local development. The history, development, and transition of Tianwei's local factions were explored to build their developmental context. With participant observation and in-depth interviews approaches, I explored the influence of Tianwei's local factions and political parties on the results of local elections, and also further explored how these local factions exerted the resources they won from local elections to construct and develop Tianwei's future. This study found that, the local factions of Tianwei Township, due to the impact of the local elections, developed into the Gong-sou faction and the Nong-hui faction. Under mutual compromise between these two factions, the former got the chance to control both branches of Tianwei township authority without the challenge from the latter and thus control the administrative resources; in return, the latter continuously took control over Tianwei's Farmers Organization and its economic resources too. These two factions competed and cooperated with each other. They cultivated deeply their grass-root relationships with their followers by their administrative resources or economic resources they won from the local elections, which further consolidated both faction's strength in local elections. Owing to the long-term stable control over the administrative authority and the Farmers Organization, both factions could implement their policies smoothly and continuously to construct and promote the development of Tianwei Township. This also made the two factions continue to get the support from the majority of Tianwei citizens and stand firmly in Tianwei's politics. However, the development of Tianwei's local factions impeded the chance of other political figures to politics. The finding of this research is quite different from the general result of most studies on local factions. Tianwei Township is perhaps a special case, but it can be seen as an evidence that factional politics is not necessarily to decline with the development of democratization. At least in the near future, the two factions in Tianwei Township will continue effectively in operation.
