Summary:碩士 === 國立嘉義大學 === 教育行政與政策發展研究所 === 101 === This thesis aims to investigate the factors that affect the appointments of Junior High School Directors in Tainan city by Analytic Hierarchy Process (AHP) and constructs the norms of the director appointments based on professional opinions collected from experts. As Questionnaire Survey is used in this thesis, “A Questionnaire on the Factors that Junior High School Principals Take into Account when Appointing Directors ”designed by the researcher is distributed to 189 subjects including present junior high school principals, directors, and teachers in Tainan. The number of valid questionnaires is 111 and the result is analyzed through AHP and summarized as follows: Among the factors that junior high school principals take into consideration in nominating the directors, the most important ones are Righteous and Incorruptible (0.178) and Honest and Trustworthy (0.176). The least important ones are Innovation (0.020) and Familiarity with Laws (0.020). However, the results show that directors consider Honest and Trustworthy (0.158) and Responsibility (0.140) as the most important factors when principals are appointing directors. The least important factors are the same. They are Innovation (0.028) and Familiarity with Laws (0.028). From teachers’ point of view, Honest and Trustworthy (0.166) and Responsibility (0.140) are also the most crucial factors when principals are naming directors. Teachers also consider Innovation (0.033) and Familiarity with Laws (0.026) the least important factors. The thesis also use LSD (least significant difference) to explore the emphasis that subjects put on directors of different offices. The result is represented as follows. Administrative abilities are more important in choosing Director of Academic Affairs, Director of General Affairs, and Director of Counselors' Office than in Director of Student Affairs. Professional abilities are more important in naming Director of General Affairs than Director of Academic Affairs. It is also more important in naming Director of Counselors' Office and then Director of Student Affairs. The dedication to work is also crucial. The importance of this factor is highly emphasized on Director of Academic Affairs, followed by Director of General Affairs, Director of Academic Affairs, and Director of Counselors' Office. The importance of virtue is thought to decrease in the order of Director of General Affairs, Director of Academic Affairs, Director of Academic Affairs, and Director of Counselors' Office. Based on the results, this thesis proposes four suggestions. First, for teachers who wish to become future directors, improving different abilities is needed. For current directors, refer to the factors that are considered important by principals and teachers and strengthen necessary abilities actively. In addition, current directors should be in charge of different offices to cultivate comprehensive administrative abilities. Last, Bureaus of Education in different cities should be responsible for appointing directors who have great virtue and dedicated themselves to work.
