This research collects and analyzes the materials through questionnaire survey. The sampling was based on the elementary schools in Yunlin and Chiayi area which conduct the night angel illumination program. There are 434 questionnaires in total, and the valid ones are 360. The overall response rate is 83%. The research tool is self-made questionnaire on the night angel illumination program conducted at elementary school in Yunlin and Chiayi area. The data were collected and analyzed by means, standard deviation, t-test, one-way ANOVA, Pearson product-moment correlation analysis and were analyzed by Multi factor line regression method one by one. The major findings of this study were as following: 1.The consensus of elementary school faculty in Yunlin and Chiayi area upon the policy of the night angel illumination program is at high-intermediate level. 2.The consensus of elementary school faculty in Yunlin and Chiayi area upon the Execution of the policy of the night angel illumination program is at high-intermediate level. 3.There is no difference in cognition upon the night angel illumination program of elementary schoolfaculty of different background in Yunlin and Chiayi area. 4.The degree of principal’s perception on cognition and execution of the night angel illumination program should be higher than homeroom teachers and designated teachers, even higher than teacher and adjunct director. 5.The relationship between cognition upon the night angel illumination program and execution of the policy shows a significant positive correlation in the elementary schools in Yunlin and Chiayi area. 6.The execution of the policy can be highly predictable based on the cognition upon the night angel illumination program.
