A qualitative research method and semi-structured interviews were conducted for the present study. A total of 11 teachers from special education advisory group participated in the study. The findings of the study were as follows. 1. There were few issues in the advisory group operation, such as a lack of nomination and evaluation system for a qualified teacher; no participants from the administration; and unclear criterion of team members’ responsibilities and authority. 2. The advisory group provided field visiting, consultations , revision of regulations and teaching materials in groups. 3. The follows were challenges and dilemma of advisory group . (1) There was no legal foundation in supporting the constitution the advisory group. (2) Unattractive reward system and the substitute issues were concerns for the team members. (3). Turnover rate of the members affected the cohesion of the advisory group. (4). There was a need of a leader for each working group. (5). The advisory group needed long term core objectives. (6). There were necessities of time for team forum and enhancement of team members’ professional confidence. The suggestions of present study were made. 1. to establish legal foundation for the advisory group 2. to draft a regulation for the appointed position and the responsibilities of the advisory group 3. to inspire the sense of honor of advisory group and encourage other teachers to joint the advisory group by increasing incentives 4. to build up professional image of advisory group by enhancing expertise of team members. 5. to establish multiple modes of consultation 6. to promote the role and significance of advisory group by increasing the communication and sharing successful experiences with other special education teachers.
