Hualien government designated this area as the "Sixth Redevelopment Zone" and sought ways to revitalize it into a new urban space. The formation of this urban space has changed with the national policies of development. This research explores how the interaction among the state, local governments, and local groups shapes the urban space due to their possessions of different knowledge, power and ideologies. Varied social forces are formed and define the function and significance of urban space in different manners, and therefore, endowing different social meaning of urban space. This research traced the history of old Hualien railway station from 1900 to 2012. The strategies of urban development are divided into four phases. The first phase from 1900 to 1982 paves the historical context of the birth and death of old train station area. The second phase from 1982 to 2000 is about the abolition of old train station and the economic development-oriented strategies of urban development. The third phase from 2000 to 2009 was transformed into a human development-oriented strategy of urban development. The fourth phase from 2009 to 2012, during which is after establishing the "Huilan Heart-Solar City", deals with the recent change of urban development strategies and the reactions from local groups. Through the analysis on the four stages of development, this research explores the social context of urban spatial development, policy changes in the urban process, and the discourses of urban redevelopment.
