| Summary: | 碩士 === 國防大學管理學院 === 運籌管理學系 === 101 === The domestic builds policy of Navy vessels has already been confirmed since 1979, hope to put into the domestic shipbuilding industry through national defense resources, to build “a self sufficient national defense” and create “a win-win state of national defense between civilian’s businesses”. In recent years, Navy must get fund for project of builds vessels, according to government budget system and military of “planning process of investment project”. The project of “research and development” and “massive production” for builds boat of guided missile have been complete successively.
Seeing that the domestic builds policy of Navy vessels, for constructing the warship in need, take for more than 10 years form the stage of research and development to the stage of massive production. In addition, Navy also divided the planning process of investment project for builds vessels into the stage of “research and development” and the stage of “massive production” respectively. The time of interval between in every stage from fore and aft needed two years, caused the project’s fund that is unable once totally put in place to the stage of “research and development”. Taking the builds project of boat of guided missile as an example, manufacturers try to competitively get highly budget of “massive produce” order, but lack for the project of “research and development”. Another Navy completes the planning process of investment project which is need more the resource of human, integrate with the lot of opinion from many departments, take the time delay, the many and diverse of planning process, causing lack of useful, pragmatic information. In the end, a vicious circle is formed, and eventually may become hard to find who is liable for the misconduct. One of the causes is scarce of a systematic process management, leading to miscommunication, interference of mutual operations, time-waste, resource-overuse and inefficiency of the management etc.
According to the Republic of China (Taiwan) of 2012 National Defense Report is chatted Navy still need to establish the power of submarine, medium-large sized warship, etc, in the future. This research is take the both of planning process of investment project for domestic builds of our country made of guided missile boat and Korea’s guided missile destroyer for case of analyzing. Its use IDEF0 function model, draw out the detail planning process of investment by way of structure of the figure, carry on the rationalized self-criticism of the whole workflow with IDEF3 in addition. Finally it finds out the project and reason not well of working efficiency in the planning process of investment; put forward the idea of improving. We hope to fulfill the planning process of investment the domestic builds policy of Navy vessels of the stage of research and development and the stage of massive production effectively, accurately, under according with the weapon acqusition policy of Ministry of National Defense.
