In June 1992, "Sustainable Development" was classified as an important agenda of the Agenda 21 in the Earth Summit. This paper referenced the public policy of waste disposal in Taiwan over the years. In waste disposal category, the recycling plight for food waste recycle and reuse project is easily caused by some characteristics that are more difficult to overcome, like high proportion of water and readily fermentable. Food waste is the black gold for many modern farmers. The food waste reuse in composting could improve intensive used of chemical fertilizers in soil for agricultural regions in Taiwan, and then establish the cycle of nature. Based on the concept of sustainable development, Countries around the world promote circular economy theory and the 3R as the core concept. It has practiced in Germany, Japan and the United States with formulated relevant laws, in which Japan proposed the noun of circular society first on rulemaking in 2000. Furthermore, United Kingdom, New Zealand, Canada, the United States ... and other countries have been implementing the environmental concept of zero waste for years. It has made many efforts on research and promotion of zero waste projects in Taiwan. This paper used in-depth interviews, questionnaires, participant observation, and material flow analysis to construct material flow analysis of food waste recycle and reuse in Hsinchu city elementary and junior high schools. It could be the recommendation for implementation of waste disposal policy. This paper interview the person in charge of lunch and to investigate amount of cooked food waste and recycling of Hsinchu city elementary and junior high schools in every school day. In addition, to interview the person in charge of central kitchen and to investigate amount of cooked food waste and recycling of 19 central kitchens in Hsinchu every school day. Then through participant observation with people in the business of food waste recycling for operating to explore food waste recycle and reuse status. And conduct movement path and material flow analysis, that make the food waste of lunch be visible in time and space flow.
