It has opened an opportunity for public-private partnerships. Due to the elderly population increases every year, how to respond on long-term care services for the elderly, and it is currently important social welfare policy for the government agency. However, the long-term care service network was constructed, and it must cost a lot of resources and manpower. Therefore, it expects that the government agency enter into partnership with private Sectors and they develop long-term care service system together.     The purposes of this research are focused on the Public-Private Partnership. This paper analyzes the current home care programs on Pingtung County, it operate the current situation together and suffer difficulties from public- private Sectors three stages, such as partnering establishment, partnering execution, and partnering effect.     This research use depth interview method to obtain research data and related reference. It can get the current situation and suffer difficulties from Pingtung County home care programs. The simple statement is as follows: First, the partnering establishment stage: (1) public and private sectors lack for local vision; (2) The preparation of budget and resource is not insufficient, people’s workload is heavy in the public Sectors, and they care services for remote districts to recruit manpower difficultly in the private sectors; (3) the cooperative contract is unequal; Second, partnering execution stage: (1) a good interaction between the public and private sectors; (2) the cooperative difficulties include that the scope of services isn’t clearly defined, the verifiable process is complicated, it require stable service quality, and some duty of the role function is unclear. Third, partnering effect stage: (1) Public-Private Partnership work well; (2) There is a shortage of manpower on the evaluative effect; (3)the evaluative results are not be meaningful.     According to the research results, suggestions are provided for the public sectors as follows (1) provide sufficient funds and pay effectively (2) supply care worker (3) establish equal and reciprocal contract (4) established outsourcing contract document (5) construct communicable network platform (6) evaluate the effectiveness of home care services by industry-school collaboration or establish of the effectiveness evaluation department (7) judge excellent home service organization to praise and set up counseling system. The private sector’s suggestions are as follows (1) continue to improve qualitative and stabile service (2) the effective human management for care services. The public and private sector’s suggestions are as follows (1) improve professional knowledge that is related work (2) hire person that is adopted diverse backgrounds (3) cooperate to train the people of Care Services on remote districts (4) educate users to use home care services correctly.
