Since its inception, the effort has expanded from 99 pilot communities located at flood-prone areas to include nearly 300. The effort has provided technical assistance and a small amount of instruments to Project communities to give them the leverage necessary to launch their disaster resistance efforts. The mission to prevent human devastation by natural forces is flourishing throughout the country, and its fruits are already being seen. Therefore, it is the purpose of this study to evaluate communities for their effectiveness on such preventative measures. Particularly, the seven Yilan communities, first year participated in the Project are chosen. Under the Project initiative, now in its second year, participating communities use public-private partnerships to implement measures designed to create safer, less disaster-vulnerable places to live and work. These partnerships are based on three primary beliefs: mitigation is a local issue, private sector participation is essential, and mitigation is a long-term effort that requires long-term investment. As the methodology, a combination of literature review, expert interview and questionnaire survey is adopted in this study. A literature review and a series of expert interviews help to identify the important issues in general and possible performances in particular, such as how to identify and prioritize the community’s hazard risks, identify resources and mitigation actions, etc. Based on the literature review and expert interviews, a questionnaire survey is carried out to investigate the performances of both community and partnerships among business, government and private citizens, in which governmental effectiveness as a major investigation. The survey shows that the past year has seen significant progress toward more disaster resistant communities.
