Summary:碩士 === 國立高雄海洋科技大學 === 漁業生產與管理研究所 === 101 === Since 2002 Taiwan has begun the implementation of observer programs, more than 11 years. However, most of the observers left in 2010, the reason whether the implementation of the observer program for a small tuna longline vessels or other factors are the major topic in this study. This study conducted a questionnaire survey from November 2012 to February 2013. A total of 30 experienced observers were interviewed and asked for filling the questionnaires. The interview focuses on the problems on dispatch observers program for small tuna longline vessels. A number of statistics methods including descriptive statistics, t-test, Chi-square analysis were applied to analyze the collected data. The results are shown as follows: 1. Current record table format is suitable for sampling specimen and observer training course in small tuna longline vessels. 2. The statistical results indicated that captain’s attitude is the most important factor for sampling specimen successfully. 3. However, not enough space for using the computer, the narrow spaces unable to fully rest, dirty environment, captain’s attitude , and risk of fishing are the major problems for observers to join the dispatch program. Finally, the results of this study are able to provide useful information for the government to carry out the dispatch observers to small tuna longline vessels as references in future.
