The data revealed the rapid and escalating growth of annual industrial waste generated in the country. Present Industrial Waste Cleaning Companies had multiplied themselves to 3,180 companies till the end of 2011 to deal with the waste disposal regulations and changes of market. The statistic suggested the booming development in Industrial Waste Cleaning business. The flourishing waste disposal business means increasing crew, the vehicle and machine required during the process of waste clearance and ensuring job finished within regulated working hour. As a result, there are occasional casualty caused by staff pursuing efficiency, careless handling and incomprehension of safe operation under inadequate acknowledge. In addition, there are various potential risks while working in large and open-spaced environment which gives rise to the incidence of labor accidents directly or indirectly. It is clear that the staff safety issues of Industrial Waste Cleaning Companies worth further study, planning and improvement. This study focused on domestic Industrial Waste Cleaning Companies, aiming for establishment of Safety Culture Evaluation Scale and Norm. Data and samples were obtained from staffs of Industrial Waste Cleaning Companies in Kaohsiung City. The study is separated into 8 sections which are Safety Commitment (SC), Safety Involvement (SI), Safety Training (ST), Safety Attitude (SA), Communication & Reporting (CR), Reward Motivation (RM), Leadership & Supervision (LS), and Environments & Equipments (EE). By realizing the safety culture difference among waste treatment business, the study was managed to develop and optimize measures to set up effective process of safety management, to achieve goals of reducing and avoiding accidents, and then to enable Industrial Waste Cleaning Companies to create excellent safety culture. As study estimated, Safety Training (ST) and Communication & Reporting (CR) are the weakest sections in overall safety culture of domestic Industrial Waste Cleaning Companies. Reviewing and improvement are necessary on these two sectors with further effective measures carried out persistently. Besides, the safety culture of class A Industrial Waste Cleaning Companies is slightly better than that of class B Industrial Waste Cleaning Companies. The reason might be class A Industrial Waste Cleaning Companies are allowed to transport hazardous waste with higher risk, so that the collection methods and job attitude of class A companies are stricter using superior collection and protective facilities. Also compared to class A Industrial Waste Cleaning Companies, class B Industrial Waste Cleaning Companies are much more in number of company which leads to the quality gap and lower awareness of safety culture. Professional guidance on safety culture improvement of class B Industrial Waste Cleaning service providers is the first step of safety culture enhancement, by doing this, we expect to reduce accidents and to improve corporate image.
