The most common way to receive and transport is by road transportation with transfer posts. Except Chunghwa Post and a few carriers which are capable of offering same-day delivery, the rest can only provide next-day or three-day delivery. The one-day living circle has been shaped after the THSR started operating in 2007. The THSR caused the western airline business to wither gradually, and that affected intercity express delivery seriously. From the view or total external cost, the railway transportation is even lower than the road one. Under the precondition of without increasing the internal cost, the governmental policy about freight service should shift the road transportation to railway to reduce general external cost. There are two kinds of carriers in automobile trucking industry especially value time efficiency of delivery, and they are logistics and express delivery. The express delivery mainly serve the goods with time limitation and urgency, for example, receiving and transporting documents and small packages between big cities. The goods need to be handed to the other party or taken away from houses at the assigned time. The logistics emphasize to receive and transport goods at proper time and places in chief. And the goods are usually allowed to arrive next day or several days later. The intercity transportation network should be constructed according to the geographic locations, numbers of demand, and traffic conditions. However, the commercial trade shows a highly gathered phenomenon following the rapid industrial and commercial developments in metropolises. That makes inconvenience for the delivery trucks to drive or park. Thus, the motorbike express delivery comes with the tide. This research which is focused on constructing a combined land-route intercity transportation pattern studies the possibilities and provides related suggestions under the benefic green transporting conditions and without against the law.
